The report continued that the ISN, inc system differs from video poker terminals or slot machines because the player terminals do not accept or dispense currency or tokens; the software program is not designed to determine the outcome in the player terminal; and also the program does not contain a random-number generator that determines the outcome of a video gambling machine.

North Myrtle Beach city spokesman Pat Dowling said the city would wait on the attorney general’s decision before deciding upon the issuance of any business license for sweepstakes operations.
